U+0099 was added in Unicode version 1.1 in 1993. It belongs to the block U+0080 para U+00FF Latin-1 Supplement in the U+0000 para U+FFFF Basic Multilingual Plane.

This character is a Control and is commonly used, that is, in no specific script.

The glyph is not a composition. It has no designated width in East Asian texts. In bidirectional text it acts as Boundary Neutral. When changing direction it is not mirrored. U+0099 prohibits a line break before it.

The C0 and C1 control code or control character sets define control codes for use in text by computer systems that use ASCII and derivatives of ASCII. The codes represent additional information about the text, such as the position of a cursor, an instruction to start a new line, or a message that the text has been received.
